The Palestinians are unique, because they will fight anyway, even when the Israelis try to make peace, there will always be a faction (at least 1) that will fight regardless. Therefore your logic fails until the "Palestinians" can unite to deliver a realistic chance for peace.
Until then, Israel has no choice but to clamp down on security to deliver the stable society that nobody else can deliver.
Someone has to monopolize security and nobody but Israel has even tried to.
